State and Municipal management

Management system of the state and municipal authorities are constantly under development and seeking to improve its effectiveness. This process requires a number of highly qualified specialists in the field of management.

Students of this program learn:

  • history, philosophy, logics, law, sociology, psychology, foreign language, business communication, economics;
  • mathematics, statistics, information technology, research management systems, operations research, systems analysis, decision-making methods.

Special attention is attributed to studying such disciplines as management theory, marketing, project management, accounting and analysis, innovation management, operations management, financial management, strategic management, human resource management, investment analysis, life safety, etc.

The program includes special disciplines, such as:

  • state and municipal management, basics of document management, risk management, tax and taxation;
  • state and municipal finances, regional economics, management changes.

Elective courses of study: business planning, knowledge management, leadership, logistics, financial markets and institutions, etc.

Upon completion of the program graduates will be able to:

  • analyze, design and optimize management processes in state and municipal authorities;
  • develop and implement projects and programs financed by public funds;
  • improve the efficiency of interaction between the state and municipal authorities and state population, academic and business community.


Upon the completion of the training, graduates of this program work successfully in state and municipal structures, management bodies of government programs; departments of planning, departments of strategic development, analysis, and other subdivisions; large corporate structures in departments of Government Relations; consulting companies specializing in providing services to the state and municipal authorities, as:

  • professionals, senior professionals, consultants and analysts;
  • heads of departments, projects and programs.

Duration of studies:
from 3 to 4.5 years.

Eligibility Requirements
Diploma of (full) secondary education (11 classes) or diploma of secondary vocational education (technical school or college). Availability of United State Exam results, upon request.

After completing you studies of «State and Municipal management» program and successful defense of graduation project you will get a standard bachelor’s diploma of Russian Federation, as well as European Diploma Supplement.
